袁小聪,男,教授,博导,长江学者特聘教授,第六届国务院学位委员会学科评议组成员,光学信息技术科学教育部重点实验室主任,国际光学工程学会会士(SPIE Fellow),美国光学学会会士(OSA Fellow),OSA会士成员委员会(Fellow Members Committee)及会议委员会(Meetings Council) 委员。伦敦大学国王学院(King's College)物理学博士学位(1994),剑桥大学卡文迪许实验室(Cavendish Laboratory)博士后(1994-1999)。1999-2010在新加坡南洋理工大学微电子系任教(获终身教职)。在海外获得15项科研项目并担任负责人,包括新加坡国家研究基金会(NRF)重大研究计划项目1项,在国内主持科技部国家重点基础研究计划(973)课题1项、科技部国际合作重点项目1项、国家自然科学基金委重点项目2项,在新型光束与表面等离激元(SPP)调控及其在光学操纵、高灵敏传感、超分辨显微成像、新型表面增强拉曼光谱的应用等方面发表SCI论文180余篇,期刊包括《Science》、《Physical Review Letters》、《Lab Chip》、《Optics Letters》、《Applied Physics Letters》、《Plasmonics》等。任《中国光学》副主编、《Nature》出版社光学新刊《Light: Science and Applications》编委。
